in november :
Light of Deliverance: increased casting time to 2 seconds; decreased heal amount to 5..70; now affects all party members regardless of Health.
in february :
Light of Deliverance: decreased casting time to 1 second; increased recharge time to 10 seconds.
so basically, overall, they made it less effective. At first, it was creaming "INTERUPT ME !!!", now the recharge just sucks

Worst skill nerf ever was EoE, it was a nerf from left field. It was not a skill balance just a heavy handed nerf to a single skill out of the blue. It was great for farming and HA was great when EoE was kicking strong. It brought an element of danger to the game that just can't be replaced. The constant damage from EoE on an active battlefield embodied what spirits were supposed to do, which was add environmental effects that you used to your advantage or if you were n00b it would backfire to your disadvantage, great stuff kinda like GW dynamite.

If I recall correctly, during beta Battle Rage didn't end when reapplied, so you didn't lose all adrenaline when reapplying the skill.
It used to be an incredibly useful elite.
Now it's junk.

EoE was amazing, you couldnt get a more fun build to play in HA than EoE bomb imo
some really bad nerfs ive seen are:
Watch yourself - WHY...WHY?? they already made it so armor skills dont stack so why nerf it *thinks* aaahhhh so you buy EoTN and use I am unstoppable.
Visages - SV/AV understandable as they are the backbone of 55/ss underowrld.. But it didnt stop people from doing that so why mess up a skill that people use for other things
Protective bond - Enough said? lol
Spirit bond - Although its still a really good skill the 10 hit is rather annoying
As i mentioned before the armor nerf. Warriors became pretty crap after the armor update. Anybody else remember superior absorption being 60k? That was the fall of economy lol
Flame dijins haste - This wasnt so bad but it was a useful skill. Still useable but not as effective

Just because the Paragon can use it, this Warrior skill got killed.
Song of Restoration
Recharge and energy totally killed Motivation, and there aren't much good Elite Paragon skills in the first place.

Yeah, that really upset Anet.They could have just as easily made it so that you couldn't drop the spirits in the starting area. So maybe that wasn't the total reason.

Tough question cos some of the nerfs have been outstanding in thier own right, but i would say,

I think the LoD nerf was the worst. It also seemed to cause the most noise of any I had heard since the 12 minion cap and the soul reaping nerf. Fortunately, the current status is exactly what I suggested they do to un-nerf it. You know it has to be bad when they undo what they did.

Player skill
Izzy has been slapping the players into his tight little straight-jacket of conformity for a couple of years and there really is no player skill left. No inventiveness, no variety, all you need to do is get the latest cookie-cutter and mash.

The rit protective spirits shelter, displacement and union have taken a lot of hits almost to the point of uselessness now in PVE.
